At the heart of Singleton Consultants, LLC are two visionary educators and leaders, Dr. Topeka Small Singleton and Dr. Jacques D. Singleton. With a shared passion for empowering others and a combined 40+ years of experience in education and social work, they bring deep expertise, integrity, and innovation to every partnership.
Meet Dr. Topeka Small Singleton
Dr. Topeka Small Singleton is an accomplished educator, accreditation expert, and former Director of the Ed.D. in Educational Leadership program at Arkansas State University. With over 20 years of experience across P–12 schools and higher education institutions, she brings deep expertise in curriculum design, assessment, and institutional effectiveness. She is also an approved professional development provider through the Arkansas Department of Education and has been authorized to deliver training to school districts across Arkansas as well as the Memphis-Shelby County School District.
Dr. Small Singleton has served as an accreditation director, school improvement specialist, and peer evaluator for both HLC and SACS. Her leadership is marked by a commitment to inclusive, data-informed practice that drives sustainable change. She is widely respected for her ability to translate complex standards into actionable strategies that strengthen academic quality and fairness in education across learning environments.


Meet Dr. Jacques D. Singleton
Dr. Jacques D. Singleton is a Full Professor of Educational Leadership at Arkansas State University and a Licensed Master Social Worker in Arkansas, Mississippi, and Tennessee bringing over 30 years of experience across P–12 education, higher education, and clinical social work. He is a nationally recognized leader in special education, instructional leadership, and dissertation mentorship.
His academic and field-based expertise has led to multiple publications, national presentations, and international educator training initiatives, including faculty development work in Belize. Dr. Singleton blends a practitioner’s insight with scholarly rigor, helping institutions and individuals implement impactful, fairness in education solutions.
